It is shown that the linear AC-conductance of a one-dimensional Luttinger liquid factorizes into parts which depend on the internal properties, and the external probe field. For strong and long-range interaction, there is a resonance due to charge waves. It can be used to define a quantum capacitanceand a quantum inductance.
